Can't get N4F to talk to a new APC Back-UPS 700

I don't see anything wrong with your configuration
the only thing that comes to mind is maybe some incompatibility with xhci/usb3 (?)
Perhaps my point is not valid but is there an option to disable xhci in BIOS and try again?

first thing i would do is upgrade system, 9.2.0.1 is really too old
newer nut version also fixed a few problems
