Web Gui on 11.3 and 12.3 2x slower

Its not a huge issue but on updating from 10.3 to 11.3 and 12.3 I've noticed about a 2x slow down in the response of the menus in the web gui. Around 1 second for old and 2 seconds for the newer versions.

Is there some setting to improve this or is it normal behavior of the new build?

I cannot confirm your observations. The menu is displayed much faster than before because it is cached (with the exception of the extension menu) and the response is immediate when hovering over the menu.
1) XigmaNAS 12.1.0.4 amd64-embedded on a Dell T20 running in a VM on ESXi 6.7U3, 22GB out of 32GB ECC RAM, LSI 9300-8i IT mode in passthrough mode. Pool 1: 2x HGST 10TB, mirrored, L2ARC: Samsung 850 Pro; Pool 2: 1x Samsung 860 EVO 1TB, SLOG: Samsung SM883, services: Samba AD, CIFS/SMB, ftp, ctld, rsync, syncthing, zfs snapshots.
2) XigmaNAS 12.1.0.4 amd64-embedded on a Dell T20 running in a VM on ESXi 6.7U3, 8GB out of 32GB ECC RAM, IBM M1215 crossflashed, IT mode, passthrough mode, 2x HGST 10TB , services: rsync.

Sorry been busy did not know you replied.
To do it you would need to install and old version and a new version. (which i did) I'm not talking about hovering over the menus. I am talking about clicking on them and the time it takes for the pages to refresh. Example click on "Status" it will busy bee for 2 seconds then display the page on chrome, firefox if I go back to old version do the same thing (clear cache) its 2x faster on ALL menus when you click.

I used the same settings just different versions. Might be in the GUI code or maybe its doing more under the hood vs old versions.
5 percent slower is one thing but this is 2x slower. Tolerable now but if the progression kept going its on the edge of becoming a issue. Meaning 7 version from now its 10 seconds. At some point it will matter.

Network performance of the status page (index.php):

In this example, it takes 1 second internally to collect the current CPU usage and 0.06 seconds to collect all other system information and to transfer the output of index.php.
Any subsequent AJAX request will last the same amount of time.
Javascript, images and css will be usually cached and shouldn't impact performance.

Previous versions of index.php incorrectly displayed the CPU usage and CPU core usage as 0 until the first AJAX refresh (5 seconds). This was corrected starting from commit 6836 on 2019-09-13.
