ZFS pool seems too small for number of disks

I have fourteeen 1TB drives currently configured as ZFS Z3 Raid

Discs show 953870MB each drive after formatting as zfs pool device with "minimum free space 8"

Original pool failed to initialize, I followed faq 0129 to the letter, wrote the script and then the drives were available for the pool.

However I am seeing less than 10TB space.

Name Size Used Free Capacity Dedup Health AltRoot
Pool1 12.6T 2.10M 9.03T 0% 1.00x ONLINE -

Shouldn't Size be at the minimum 9.5tb if not greater?

I wish the so-called calculators on line would take account for that, they are all wrong.

I suspected as much, but wanted to be sure before I began the burn in.

14-3 for parity = 11 disk.

11x953870MB = 10492570 =10 TB

10TB - 11x8MB(minimun free space) = 9,03TB
