Is there a way to forcibly close open files?

In Windows Server, it is possible to view currently open files and what users have them open. It is also possible to disconnect the user from the file(s) and close the file.

Are either of those things possible with Nas4Free from within the GUI or at the command line?

In the GUI goto Advanced|Command, execute 'smbstatus', you'll get a list of pids for locked files.
Then execute 'kill 1234'(replace 1234 for the pid of the file).

Remember:
The same as when you force close files in Windows, there is a risk of data loss depending on the type of file and what is being done with it by the user. Windows usually warns you about this with an obnoxious little message, NAS4Free WebGUI & CLI / FreeBSD CLI does not, you are expected to know the consequences.

In this case, there are some programs that don't seem to close their DLL files on occassion when they are shut down. So if I go to copy new versions it fails. They are opened read-only so I think I'm ok, but thanks for the heads ups none the less!
