post more info about your controller, some LSI SAS controller do not works fine with standard sleep function.

at the end , you can send / configure by hand / shell the standby time to sleep, and check if manually works.
12.1.0.4 - Ingva (revision 7743) on SUPERMICRO X8SIL-F 8GB of ECC RAM, 11x3TB disk in 1 vdev = Vpool = 32TB Raw size , so 29TB usable size (I Have other NAS as Backup)

Well, while we're trying to make them to sleep, you're trying to keep them that way :) Guess you're one step ahead :D

Anyways. Would you please check the Disk -> Management => S.M.A.R.T section?

Check interval?
Power mode?
Scheduled self-tests?
I'm thinking, smart checks might be waking up your drives..
Are there any scheduled test for your drives?

Also, what are your power management and standby settings for your drives? (Again, Disks->Management->Edit individual disks)
