Need more info. How many drives are you using and in what RAID configuration? How did you test the speed, was this your network transfer rate or tested using dd while ssh'ed into the NAS?

I had a similar problem w/ hp green disks.
They are deliberately slow to achieve the 'green' status.
But if you put a jumper in the spot labeled 1.5gbit/s they speed up. A lot.
